That the Board of Education of the Dover Union Free School District will hold a public hearing on May 11, 2021 at 6:30 p.m., in the Dover Middle/High School Auditorium, Dover Plains, New York, for the purpose of presenting the budget document for the 2021-2022 School Year.

That a copy of the statement of the amount of money which will be required for School District purposes during the ensuing year (the Budget), as prepared by the Board of Education, may be obtained by any resident of the District at each of the school buildings in the District, and at the District Office between the hours of 8:00 a.m. and 4:00 p.m., commencing May 4, 2021, except Saturday, Sunday or holidays.

The Annual School District Election and Vote on the Budget will be held at the Dover Middle/High School, Dover Plains, New York, on Tuesday, May 18, 2021, between the hours of 9:00 a.m. and 9:00 p.m., prevailing time, when the polls will be open for the purpose of voting by voting machine.

A. To vote on the following propositions:

Shall the Board of Education of the Dover Union Free School District, Towns of Dover, Amenia, Washington and Union Vale, Dutchess County, New York, be authorized to expend the amount set forth in the budget for the 2021/2022 school year in the total amount of $36,086,061 and to levy the necessary sum against the taxable real property in the district.  
Shall the Dover Union Free School District be authorized to implement a school district improvement program consisting of the construction of improvements to various school facilities, including site work and costs incidental thereto, at a maximum estimated cost of $8,960,119, and that $2,248,990 Capital Reserve Fund monies shall be used to pay a portion thereof, and that the remaining $6,711,129, or so much thereof as may be necessary, to be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.    
Shall the Board of Education of the Dover Union Free School District be authorized to establish a capital reserve fund to be named the “2021 Facilities Capital Reserve Fund” for the purpose of appropriating sufficient funds necessary to construct renovations to, reconstruction of, and/or  additions to their facilities as identified from time-to-time, including but not limited to those recommended in its five-year capital facilities plan, and including original furnishings, equipment, machinery, apparatus, appurtenances and incidental improvements and expenses in connection  therewith, the ultimate amount not to exceed $10,000,000 over a probable term of ten (10) years;  and that such amount shall be raised from the unexpended and unencumbered funds previously levied upon the taxable property, funds transferred from other reserves, and other such available funds located in the Dover Union Free  School District. 

B. To elect two (2) members to the Board of Education for five- year terms, expiring June 30, 2026.  There are two (2) candidates: Valerie Brunow and Douglas Schroeder.

That applications for absentee ballots for the Annual School District Election and Vote may be applied for at the Office of the District Clerk during regular business hours, from 8:00 a.m. to 4:00 p.m. on days when school is in session.  Written requests for applications must be made at least seven (7) days and no more than thirty (30) days prior to the Election and Vote. The completed application must be received by the District Clerk at least seven (7) days prior to the election if the ballot is to be mailed, and no later than the day before the election if the ballot will be personally picked up by the voter.  Absentee ballots must be received in the Office of the District Clerk not later than 5:00 p.m. on the day of the Election and Vote, May 18, 2021.  A list of all persons to whom absentee ballots have been issued shall be available for public inspection in the District Clerk’s office during regular business hours, from 8:00 a.m. to 4:00 p.m., up to the date of the Election and Vote.  Any qualified voter may file a written challenge of the qualifications of a voter, whose name appears on such list, stating the reasons for the challenge.

In order to vote in the Annual District Budget/Candidate Vote, you must be:

  1. A citizen of the United States

  2. Eighteen (18) years of age

  3. A resident of the district for a period of thirty (30) days prior to the date of the vote
